Cllrs Cable and Clark declared a personal interest in Item 8.
POLICE REPORT
PC Bailey had e-mailed their apologies and advised that there had been no crimes reported over the last month, but to contact them if any help needed.
MINUTES OF MEETING HELD ON 13.10.08
The minutes had been circulated before the meeting. It was proposed by Cllr Clark and seconded by Cllr Cobb that the minutes were accurate, this was unanimously agreed.
5. MATTERS ARISING
a) Trent Vale Partnership Hester Kapur had telephoned to thank the council for sending in the photographs. There was also a letter advising that interactive exhibitions would be held on 2nd & 3rd December in Gainsborough and Newark and all are welcome to attend. Cllr Cable advised that the forms have been submitted for the archive project.
b) Meadow Project crocus and bluebell bulbs have now been planted.
c) Village Hall Mr. Staley has replaced the manhole cover and a letter of thanks to be sent.
d) Bridleway 25 Another letter has been received from Mr. Hardman, which was discussed. The letter to be copied to all before deciding whether it should be an Agenda item at the next meeting.
e) Bus Shelter Letters of thanks needs to go to Rampton Hospital staff who were involved in the making of the notice board. It was noted that not all the village residents had supported the new bus shelter project. PCSO was thanked for his efforts in keeping down the vandalism to the shelter. The latest fundraiser had put £60 into the account. The Chairman proposed that the first instalment of the loans should now be repaid, this was agreed and to be done at the next meeting.
f) Village Maintenance Hoo Lane no further contact, the Chairman will now contact Anglian Water again. Some of the repair work reported to NCC has already been done.
g) Casual Vacancy no applications so far, the Chairman now has a suggested person to contact to see if they would be interested.
h) Garden at Church Laneham the hedge has now been cut back.
i) Planning Application Butchers Arms the minutes and report not yet circulated, this to be done.
j) Christmas Lights Cllr Cable has now purchased new bulbs at a cost of £17.62. The Ring oBells tree has been trimmed, thanks to Cllr Cobb. However, it is looking increasingly unlikely that the Church Laneham tree will be lit this year. The Church faculty has not been granted for the electrical improvement works. However, the Chairman will follow this up with representatives of the Church Council.
k) Planning the letter sent to the planning department has been acknowledged. A meeting has been organised with Mr. Armiger and Mr. Hunter for the 27th November. Any councillor wishing to attend should speak to the Chairman. A meeting to discuss strategy and table the points to be discussed to be drawn up, this meeting will take place before the 27th.
l) Manor House Evacuation Procedure no document received yet. To be put on the January Agenda if no response by then.
m) Rates Cllr. Mrs. Isard provided information about small businesses that can be exempt.
6. PUBLIC DISCUSSION
The meeting was then closed for public discussion after which it was reopened and one item raised required further discussion.
Village Social Functions - it had been suggested that social functions that were not fund raisers were needed in the village. This was considered to be a good point and the Chairman will meet with the proposer to discuss this further.

It was proposed by Cllr. G. Scrini and seconded by Cllr F. Clark that the accounts be approved for payment, this was unanimously agreed.
The Fishing Club has still not sent in their cheque Cllr Baines to chase.
It was agreed that the Chairman should contact Mr. Walker to see if he would be willing to carry on doing some work through the winter months to help keep the village tidy. A letter of thanks to go to Mr. Walker for his work this year.
8.PLANNING APPLICATION Erect Agricultural Store at Dunham Road, Laneham
The two councillors who had declared personal interests took no part in this discussion. The plans were available for inspection, and the Design and Access statement read. Comments made were that there are already several redundant farm buildings in the village. This new building would be outside the village envelope and access off the busy road was considered a danger, especially if slow moving agricultural vehicles were turning off at this point. The development does not comply with the Parish Plan. One councillor abstained and the other 3 voted against the proposal. BDC to be advised accordingly.
9. VILLAGE HALL MAINTENANCE
The findings of the hall inspection had been circulated, 7 items needed attention. Mr. Philp has been thanked for dealing with three of these items as a gesture of goodwill. Three quotations are to be obtained for the other four items which need attention. A further suggestion was made that a sub-committee should be formed to deal with the possibility of extending the village hall. As a precautionary measure, in case the boiler broke down, it was agreed to purchase three heaters - a budget of £60 was allocated for this equipment.
10. CORRESPONDENCE
a) BDC Proposal to Create a Local Area Structure there was no support for this.
b) Clement Keys the audit has now been completed and the invoice submitted. The auditors had raised two points about the notices advertising the audit and the closure of last years audit, these were noted. This years closure notice has now been posted on the board. The Clerk was thanked for the work done on the accounts.
c) Langleys, Solicitor a copy of this letter was given to all councillors
d) BDC Saturday Bulk Collections copies of the information was given to Cllr Clark and Cllr Scrini for Roundabout.
e) BDC Draft Open Space Study info to be circulated.
f) NALC Freedom of Information Act new scheme needs to be adopted by 31st December, 2008. Clerk and Chairman to work on this.
g) Various other information received will be circulated.
13. LANEHAM LAST MONTH
a) Signs next AGENDA
b) Dog Fouling playing field particularly bad just now.
c) It was noted that various items regarding Item 8 had not been provided to the council with the planning application. The council had previously received a copy of a letter advising the applicant that planning permission would be needed for the building, but no other information was provided other than that put before the council when the item was discussed.
d) Christmas Lights the switch on will be 6th December at 6.00 pm followed by the usual fayre and refreshments in the village hall.
e) Archive Project it was noted that Mr. Robin Minnitt has offered information to help with this project.
There was no further business discussed and the meeting closed at approximately 9.00 p.m.
