Minutes of the Parish Council meeting held on Monday, 11th August, 2003 at 7.00 p.m. in the Village Hall

 

PRESENT: Chairman Cllr. Mrs. R. Whate, Councillors, Mrs B. Barber, P. Beresford, Mrs. A. Clark, F. Clark, J. Cobb, L. Sinclair, County Councillor J. Hempsall, Dist. Councillor R. Sutton (arrived later) and 4 members of the public.

 

 

1.      APOLOGIES

None

 

2.       DECLARATION OF PERSONAL AND PREJUDICIAL INTERESTS

Cllr Mrs. Barber stated that with regard to Item 6 she wished to declare she was a resident of Church Laneham.

 

3.      MINUTES OF MEETINGS HELD ON 14TH JULY, 2003

The minutes had been circulated prior to the meeting.  It was proposed by Cllr. F. Clark and seconded by Cllr. Sinclair that they were a correct record.  This was unanimously agreed.

 

4.      MATTERS ARISING

a)      Boat Club Lease - The council is still attempting to get information from the Commons Commissioners regarding the land.  To be followed up with Mr. Maher, NCC.

b)      Touring Caravans, Trentfield Farm – A reply has now been received from BDC, which read to the council.  BDC have advised the 106 agreement is in the hands of Mr. Hardmans’s solicitors.  BDC also advised that Mr. Hardman’s slipway does not have planning permission, and they have advised him to apply for this.  This situation to be monitored.

c)      Village Hall – Letter received from BDC advising that a planning appraisal for the site on Broadings Lane is to be undertaken.

d)      Defibrillator – the scheme is now underway.  One call out to date. Volunteers are still required.

e)      Holly Tree – no reply from Mr. Summers to the request for further pruning of the tree.

f)       Trent Valley Way – A fallen tree is now completely blocking Wharf Road.  Before seeking quotes for the removal it was agreed to contact Laura Summers.

g)      Risk Assessment – still needs to be carried out – the Chairman and Cllrs Mrs Barber and Mrs. Clark to undertake.

h)      Financial Officer – a reply has now been received.  The council has been advised to approach the External Auditors regarding using earmarked funds for other purposes.  Councillors agreed to do this.

i)        Advertising Hoardings – no further action at present.

j)        Parish Plan – no response to article in Roundabout.  To be followed up again later.

k)     Pot Holes etc. – the Chairman had met with Mr. Lightfoot, NCC and toured the village to look at the items needing attention.  Mr. Lightfoot to arrange for these repairs to be completed.

l)        Mobile Police Unit – had visited again earlier in the day.  This time had parked half way down Main Street.  To be contacted regarding parking in the same place each time.  It was also suggested that occasionally an early evening visit might be advantageous.

m)    Autumn Sweep – volunteers needed for 22nd September.  To be put in Roundabout.

n)      Standards Board – video being passed round councillors.

o)      Parking, Melson House – still ongoing, to keep monitoring.

p)      Youth Project – had been some recent confusion about bus not turning up or turning up when not expected.  Cllr. Mrs. A. Clark to meet with Project Leader.

q)      Trees, Main Street – more complaints received about overhanging path, contact NCC Bolham Lane.

r)       Verge Obstructions – Mr. Lightfoot has dealt with these.

s)      Prescriptions – a suggestion of Mrs. Robinson’s shop was made.

 

The meeting was closed, and opened for Public Discussion.

The council meeting then continued.

Dist. Cllr Sutton joined the meeting.

 

5.      PUBLIC DISCUSSION

One item discussed was the footpath across Bell Holt and Wharf – to follow up with Laura Summers.

 

6.      PLANNING APPLICATION – ERECTION OF FARM BUILDINGS AT TRENTFIELD FARM

The plans were inspected again to refresh memories of this project.  BDC have responded to the queries made by the council.  After much discussion a vote was taken with the following result – 3 for, 2 against, 2 abstentions.  BDC to be advised.  It was also agreed to express concern at the amount of outstanding matters re. Trentfield Farm.

 

7.      PAYMENT OF ACCOUNTS

a) Donation to Church (from Boat Club)  £250.00   (000486)

b) Footpath Sweeper   £33.00  (000488)

c)      Caretaker £333.33  (000487)

It was proposed by Cllr. Mrs. R. Whate and seconded by Cllr. Mrs. A. Clark that all the accounts are paid.  This was unanimously agreed.

 

8.      CORRESPONDENCE

a)      NALC – AGM on 12th November at Southwell. 

b)      Best Kept Village Competition – some amendments to results.

c)      NCC Snow Warden- Cllr F. Clark agreed to continue.

d)      Bassetlaw NHS – Primary Care Trust Annual Meeting on 24 September at Worksop Town Hall.

e)      BDC – Street Cleaning Questionnaire – Chairman to complete.

f)       Planning – Stable Block rear of Dovedale – permission granted.

g)      Audit  - a letter has been received from Hacker Young, Auditors enclosing copies of two letters from Mr. J. Hardman.  Mr. Hardman has told the auditors he had delivered the letter to the Clerk.  However, this letter has not been received and therefore not replied to.  After discussion a reply was drafted to the auditors. 

h)      BDC – Licensing Act, invitation to meeting on 22nd September at East Drayton.

i)        Circulars/Information – various information was made available.  It was noted that the Good Councillor Guide might have been available free of charge, as the council has paid £7 for this, enquiries to be made.

 

9)      ANY OTHER BUSINESS

a)      Footpath Sign – the sign near the sluice gates has been broken.  To advise Laura Summers.

b)      Public Toilets – has been an incident with youths in which the Police and adjoining neighbours have been involved.  Some damage has been caused.  It was confirmed that BDC own the toilets.  Situation to be monitored.

c)      Car – it was noted that a car has been continually parked outside the hall for a few weeks.  Concerns that it may have been abandoned or stolen.  Situation to be monitored.

 

There was no further business and the meeting closed at approximately 8.30 p.m.
