3. MINUTES OF MEETING HELD ON 20.9.04
The minutes had been circulated prior to the meeting. Cllr. F. Clark proposed they were a correct record of the meeting. This was seconded by Cllr. Mrs. R. Whate and unanimously agreed.
4. MATTERS ARISING
a) Village Hall - still no response from Frith Moxon contact to be made again.
b) Parish Plan no further response to plea for help. A further request to be included in Roundabout again.
c) Bus Shelter a site has been chosen between Greengage Cottage and Broadings Lane.
d) Wharf Road an acknowledgement of application to Building Better Communities has been received. Schemes will be selected by 31.3.05. The Chairman was thanked for the completion of the application.
e) Rampton Hospital Cllr. Mrs. A. Clark was not present to confirm if she has managed to speak to Ms. Betts regarding a visit.
f) Maintenance, Broadings Lane Smiths have been contacted re planings - no reply yet. Another quote to be sought.
g) Bell Holt and Wharf no response from either Boat Club or Fishing Club. Query raised about insurance of jetty to be checked.
h) Footpath 21 no further response from Laura Summers but it was noted that Footpath 21 has been cleared and tidied.
i) Youth Club Account not yet completed with the bank.
j) Christmas Tree Lights risk assessment will be carried before lights are put on. It was proposed by the Chairman and seconded by Cllr. Beresford that Cllr. F. Clark, as the longest serving member of the Parish Council switch on the tree lights. Cllr. Clark was delighted to accept this invitation. This will take place on 11th December.
k) BDC Code of Conduct Document has been copied to each councillor.
l) Annual Civic Service Cllr. Mrs. Whate had attended, but reported there had been a poor response from Parish Councils in general.
m) House Names BDC have confirmed that The Gables on Dunham Road has been officially changed to Meadow View.
n) Extra Lights no response to letter sent to Cllr. Hempsall.
o) Dumping more dumping has taken place. BDC to be contacted indicating the councils concern about this recurring problem and to seek their advice.
The council meeting was closed and opened to the public before being reopened as a council meeting.
Cllr. Mrs. A. Clark came into the meeting at this point and apologised for her absence due to a family illness. She did give a brief update on the bus shelter and asked the Clerk to contact Simon Cherrie regarding a letter to be sent to neighbours of the new shelter. Cllr. Mrs. Clark then had to leave the meeting.
5. PUBLIC DISCUSSION
The following points raised needed further discussion.
a) Footpath Dunham Road Bridge to C2 a request to seek registration of this footpath to be followed up with Laura Summers.
6. PLANNING APPLICATION CONISTON HOUSE, 2 STOREY EXTENSION AND DETACHED GARAGE.
The new plans were inspected and discussed. Five out of five councillors present voted in favour of the application.
7. PAYMENT OF ACCOUNTS
a) Dunham Garden Services street cleaning £34.98 (000540)
b) Caretaker £333.33 (000538)
c) Cllr. Mrs. R. Whate mileage claim for attending meeting at Boughton £12.80 (000539) Cllr Whate declared an interest in this invoice.
After discussion Cllr. Mrs. B. Barber proposed the above be paid, this was seconded by Cllr. Mr. F. Clark and agreed by all.
8. CORRESPONDENCE
a) Licensing Act Document received to be circulated
b) DEFRA re Clean Neighbourhoods the Chairman undertook to download information from website and peruse
c) Rampton Hospital next meeting now changed to 9th December.
d) Tuxford Mine of Information AGM, 27.10.04 Cllr. Sinclair hopes to attend.
e) Mr. A. M. Hardman letter received regarding Item 10 which had already been discussed with Mr. Hardman during Public Discussion.
f) National Association of Councillors AGM Telford, 22.10.04 no one to attend.
g) Various Circulars made available.
9. ANY OTHER BUSINESS
a) Paper Recycling - concern was raised that now blue bins have been issued in the village newspapers will not be put in the bin at the Butchers Arms. This is a source of revenue for the council and it was suggested that a note be put in Roundabout asking that people continue to put papers in the bin at the Butchers Arms.
b) Pipe over Beck, Dunham Road the meeting was informed that this pipe is in poor condition. However the council is not sure what the pipe is used for. Further enquiries to be made before the next meeting.
c) Notice Board it was reported that the new board is ready and will be fixed in the near future.
The Chairman proposed that the public be asked to leave the meeting in view of the confidential nature of the business about to be transacted. Cllr. Mrs. R. Whate seconded this and it was unanimously agreed, all members of the public left the meeting.
10. TRENTFIELD LANE/PARISH FIELD
The draft proposed reply and enclosure had been circulated prior to the meeting. This was discussed and amended, the draft to be checked by the Chairman before being posted to the solicitor.
There was no further business and the meeting closed at 8.25 p.m.
